Overview:
In some cases, verifying scopes fails during the installation of a Google application because the installation is made only for specific users/groups instead of the entire organization.
Steps:
Navigate to your Google apps list (make sure you are logged in with admin permission): Google Admin > Apps > Google Workspace Marketplace apps > Apps list.
Select the Guardz app you tried to install
Click on 'View organizational units and groups'
Mark the `ON for everyone` option and click `Save`
